Keynote Speaker I
Chair Prof. Chin-Chen Chang, Feng Chia University,Taiwan (IEEE Fellow and CS Fellow)
Professor Chang has worked on many different topics in information security, cryptography, multimedia image processing and published several hundreds of papers in international conferences and journals and over 30 books. He was cited over 38,600 times and has an h-factor of 91 according to Google Scholar. Several well-known concepts and algorithms were adopted in textbooks. He also worked with the National Science Council, Ministry of Technology, Ministry of Education, Ministry of Transportation, Ministry of Economic Affairs and other Government agencies on more than 100 projects and holds 17 patents, including one in US and two in China. He served as Honorary Professor, Consulting Professor, Distinguished Professor, Guest Professor at over 50 academic institutions and received Distinguished Alumni Award's from his Alma Master's. He also served as Editor or Chair of several international journals and conferences and had given almost a thousand invited talks at institutions including Chinese Academy of Sciences, Academia Sinica, Tokyo University, Kyoto University, National University of Singapore, Nanyang Technological University, The University of Hong Kong, National Taiwan University and Peking University. Professor Chang has mentored 63 PhD students and 195 master students, most of whom hold academic positions at major national or international universities. He has been the Editor-in-Chief of Information Education, a magazine that aims at providing educational materials for middle-school teachers in computer science. He is a leader in the field of information security of Taiwan. He founded the Chinese Cryptography and Information Security Association, accelerating information security the application and development and consulting on the government policy. He is also the recipient of several awards, including the Top Citation Award from Pattern Recognition Letters, Outstanding Scholar Award from Journal of Systems and Software, and Ten Outstanding Young Men Award of Taiwan. He was elected as a Fellow of IEEE and IET in 1998, a Fellow of CS in 2020, and an AAIA Fellow in 2021 for his contribution in the area of information security.
Keynote Speaker II
Prof. Shahram Latifi, University of Nevada, Las Vegas, USA (IEEE Fellow)
Shahram Latifi, an IEEE Fellow (2002), received the Master of Science and the PhD degrees both in Electrical and Computer Engineering from Louisiana State University, Baton Rouge, in 1986 and 1989, respectively. He is currently a Professor of Electrical Engineering at the University of Nevada, Las Vegas. Dr. Latifi is the co-director of the Center for Information Technology and Algorithms (CITA) at UNLV. He has designed and taught undergraduate and graduate courses in the broad spectrum of Computer Science and Engineering in the past four decades. He has given keynotes and seminars on machine learning/AI and IT-related topics all over the world. He has authored over 250 technical articles in the areas of networking, cybersecurity, image processing, biosurveillance, biometrics, document analysis, fault tolerant computing, parallel processing, and data compression. His research has been funded by NSF, NASA, DOE, DoD, Boeing, Lockheed and Cray Inc. Dr. Latifi was an Associate Editor of the IEEE Transactions on Computers (1999-2006), an IEEE Distinguished Speaker (1997-2000), and Co-founder and General Chair of the IEEE Int'l Conf. on Information Technology (2004-2015). Dr. Latifi is the recipient of several research awards, the most recent being the Barrick Distinguished Research Award (2021). Dr. Latifi was recognized to be among the top 2% researchers around the world in December 2020, according to Stanford top 2% list (publication data in Scopus, Mendeley). He is a Registered Professional Engineer in the State of Nevada.

Prof. Hai Jin, Huazhong University of Science and Technology, China (IEEE Fellow)
Hai Jin is a Cheung Kung Scholars Chair Professor of computer science andengineering at Huazhong University of Science and Technology (HUST) in China.Jin received hisPhD in computer engineering from HUST in 1994.In 1996, he was awarded a German AcademicExchange Service fellowship to visit the Technical University of Chemnitz in Germany.Jinworked at The University of Hong Kong between 1998 and 2000, and as a visiting scholar at theUniversity of Southern California between 1999 and 2000. He was awarded Excellent YouthAward from the National Science Foundation of China in 2001. Jin is the chief scientist ofNational 973 Basic Research Program Project of Virtualization Technology of Computing System.and Cloud Security. Jin is a Fellow of IEEE, Fellow of CCF, and a life member of the ACM. Hehas co-authored more than 20 books and published over 900 research papers. His researchinterests include computer architecture, virtualization technology,cluster computing and cloudcomputing, peer-to-peer computing, network storage, and network security.

Assoc. Prof. Hamed Taherdoost, University Canada West, Canada (IEEE Senior Member)
Hamed Taherdoost is an award-winning leader and research and development professional. He is the Founder of Hamta Group | Hamta Business Solution and Associate Professor at University Canada West. He has over 20 years of experience in both industry and academic sectors. He has worked at international companies from Cyprus, the UK, Malta, Iran, Malaysia, and Canada and has been highly involved in development of several projects in different industries, healthcare, transportation, residential, oil and gas and IT. He was the PeerJ Award winner and the winner of Business Excellence Award for business leadership, innovation and creativity, and results achieved, and was also selected as a qualified recipient of the Promising Startups in Asia at Asia Corporate Excellence & Sustainability Awards. He was the finalist for the Innovation in Teaching of Research Methodology Excellence Awards and was nominated as the finalists in Southeast Asian Startup Awards by Global Startup Awards. He was ranked as 9th top SSRN Business Authors among world’s most-cited researchers till end of July 2022, awarded the most read contributions from Canada by ResearchGate, July and October 2021. His research achievements also include winning several best paper awards, outstanding reviewer awards and best presentation awards like MLIS 2021 & 2022. He has been listed on the Stanford-Elsevier list of World’s top 2% of scientist by August 2021 and 2022. He is a Certified Cyber Security Professional and Certified Graduate Technologist. He is senior member of IEEE, IAEEEE, IASED, and IEDRC and WGM of IFIP TC11 - Assurance and Information Security Management, and member of CSIAC), ACT-IAC, and AASHE. Currently, he is involved in several multidisciplinary research projects, including studying innovation in information technology, blockchain and cybersecurity, and technology acceptance.
Keynote Speaker V
Assoc. Prof. Özcan Asilkan, Akdeniz University, Turkey
Prof. Dr. Özcan Asilkan is an experienced professor and computer engineer with a demonstrated academic and professional experience in universities and industry. His research interests focus on Computer Science, Management Information Systems, Database Systems, Data Mining, Machine Learning, Health Informatics and Hospitality. With more than 20 years of academic and business expertise, he has held many engagements throughout the world like Turkey, Germany, North Cyprus, Albania, North Macedonia, etc. As computer engineer, he worked at various positions like System Analyst, Database Administrator, Application Developer and Consultant. As academic, he founded and chaired the departments of Computer Engineering and Management Information Systems in various universities. He chaired several international conferences and took part as Keynote speaker in several others. In addition to his native tongue (Turkish), he also knows fluent English and intermediate German. He worked as Head of Departments and Dean of the Faculties in various universities. Since January 2023, Prof. Asilkan has been working at Rochester Institute of Technology (RIT) in Kosovo.
